Who we are?

The Urban Sector Policy & Management Unit (the Urban Unit) is a project management unit of the Planning & Development Department, Government of the Punjab. The Urban Unit is the only public sector entity concentrating on urban sector management.
Primarily, the Unit offers soft technical assistance to provincial and local governments on urban development management projects to aid developing strategies for making our cities efficient engines of growth. Especially in the areas of land use planning, solid waste management, water supply & sanitation, urban transport and municipal finance, along with cross-cutting themes like geographic information system (GIS), environment and urban economics.
What sets us apart is that our focus is urban; our staff is highly qualified; our work environment is respectful; our aim is to develop efficient work force, and last but not the least – our faith in the capacities of young people of Pakistan is unrelenting. 

What we do?

The Urban Units is involved in a wide range of activities. Some are highlighted below:


  • Developing GIS enabled information management systems with a focus on urban profiles, land use mapping, infrastructure networks, and service delivery profile for Punjab province.
  • Conceptualizing, formulating and advocating for legal & regulatory frameworks, policies and procedures on urban issues such as Solid Waste Management, Water and Sanitation Programs, Land Use Management and Traffic Management.
  • Facilitating international development partners working for urban development in Pakistan.
  • Providing soft technical assistance to various government departments, agencies and local governments in  urban sector projects
  • Providing training to government officers, professionals, researchers and young professionals in the key niche areas of the Unit.
